The Senior Leadership Team for Luton Clinical Commissioning Group comprises:

Dr Nina Pearson - Clinical Chair of the CCG

 
Nina is the Clinical Leader of the CCG overseeing the Governance, Organisational Development and Clinical Leadership. She ensures that the CCG’s core purpose of enabling good health and wellbeing for the people of Luton is delivered, creating with others the culture of the organisation and upholding our values which place the patient, their family and carers at the very centre of everything we do.
Nina is a partner at Lea Vale Medical Group since 2006. She trained at the University of Newcastle-upon-Tyne and completed her GP training in Harrogate. She worked as a GP in Bradford before joining the Lea Vale practice in 2003.
 

Colin Thompson - Accountable Officer 

 
Colin was initially seconded to the role of Accountable Officer in May 2016 and was recruited to the substantive post in December 2016. In his role he is responsible for ensuring that the CCG exercises its functions and provides good value for money for the public.
 
Colin joined the NHS Graduate Management Programme in 1992 after completing his BSc in Combined Science at Coventry University. He has worked across a range of healthcare environments from Acute Hospitals to Mental Health and Community Providers.
 
He is passionate about improving outcomes for the population of Luton and supporting colleagues to achieve outstanding
patient-centred results.
 

Nicky Poulain - Director of Commissioning and Integration 

 
Nicky trained and worked as a nurse at St Mary’s Hospital Paddington and later practiced as a midwife in Northwick Park Hospital, before moving to Primary Care and working as a community specialist practitioner in Brent. Nicky’s interest in organisational development and multidisciplinary education resulted in her becoming the Associate Dean for Primary Care, which was a joint post between the Post Graduate Department of GP Education & Hertfordshire Health Authority.
 
Nicky’s current role is focused on commissioning patient-centred services that utilise collaborative working across health and social care to ensure integrated and personalised care is commissioned for the population of Luton. Nicky is the lead executive for the Clinical Commissioning Committee, the Primary, Community & Social Care Delivery Board, the Local A&E Delivery Board and the Practice Modernisation Finance & Information (PMFI). She also sits on the Finance & Performance and Patient Safety and Quality Committee.
 
Nicky previously held Director positions in South East Herts PCT and Royston, Buntingford and Bishops Stortford PCT and worked as an Associate Director of Locality Commissioning with East and North Herts CCG up to 2014, before joining Luton CCG.
 

David Foord - Director of Quality and Clinical Governance 

 
 
David completed his degree in Mental Health Nursing at the University of Hertfordshire and has undertaken post-graduate training in Quality Improvement and Public Health at the University of Birmingham.
 
His professional interest and focus for the CCG is as a member of the Board and Executive Team, with lead responsibilities for quality, safeguarding, children and learning disability commissioning, equality and diversity, communications, engagement, complaints, Patient Advisory Liaison Service and Freedom of Information.
 
David is the Lead Executive for the Patient Safety and Quality Committee; he also sits on the Primary Care Joint Commissioning Committee, Finance and Performance Committee, Clinical Commissioning Committee and the Individual Treatment Panel. He is a member of the Luton Health and Wellbeing Board. David also sits on the two Safeguarding Boards in Luton for Adults and Children respectively.
 
From January 2017 David has taken on the role of Director of Nursing and Quality at Milton Keynes CCG on a temporary basis continuing to work in Luton half-time.
 

Alan Davies - Chief Financial Officer 

 
Alan is a Qualified Accountant and a Fellow of the Chartered Association of Certified Accountants. He joined Luton CCG in November 2015. His focus is to develop a culture of financial discipline within the CCG and, through effective commissioning and investment plans, steer the CCG and the wider local Health economy to a sustainable financial position, supporting improvements in health outcomes for the people of Luton.
 
He is member of the Finance & Performance and Clinical Commissioning Committees. He also attends the Audit and Risk Management Committee as the lead executive for Finance.
 

Dr Anita Ray-Chowdhury - Clinical Director of System Change

 
Anita joined Luton CCG in September 2015. A GP with experience in a variety of clinical healthcare systems, working in the UK, Europe and USA has helped her to have a well-rounded insight into general practice. She completed her training at Aberdeen University, Leeds Royal Infirmary and Wessex Deanery.
 
Her main interest and focus is to create innovative working within the CCG, engagement with providers and our members, improve communication and contribution towards strategic agendas such as QIPP and CQUINs, working with NHS England and CQC.
Anita is Clinical Lead for Education for our members through Protected Learning Time and Members Forum.
